Democrats 2020: Could Tulsi Gabbard, the party’s ’emerging talent’, oust Trump from White House?

On the face of it Tulsi Gabbard ticks a large number of electoral boxes.

For the left, she is a woman who campaigned for Bernie Sanders in 2016, even quitting the Democratic National Committee so she could support him against the party establishment.

Her appeal is broadened by the fact she fought for her country, suspending her political career to serve two stints in Iraq. Throw in that Ms Gabbard, 37, is the first American Samoan and Hindu to serve in Congress, it is hardly surprising that people believe that she could offer the star quality needed to oust Donald Trump.

The Hawaii congresswoman, who announced in January her campaign to run for the presidency in 2020, was even singled out by Nancy Pelosi as an “emerging talent”.

But with the race for the Democratic nomination still in its infancy, she has emerged as the most divisive of the party’s aspiring candidates.

Critics such as Shay Chan Hodges, a Democrat who challenged Ms Gabbard for the congressional seat in 2016, are questioning her progressive credentials.

“When Tulsi Gabbard was first elected to Congress in 2012, many Hawaii progressives were willing to give her a chance and we were hopeful that her claims that she had truly evolved from her conservative past — which included anti-LGBTQ and anti-homeless activism — were genuine,” she said.

“But I think what people in Hawaii noticed first was Gabbard’s constant self-promotion. When she quit the DNC, many of us thought her criticisms were valid, but the act itself seemed self-serving.

“I think that was when a lot of people started to feel uncomfortable about her – and started to look more closely at what was behind her actions."

While other Democrats wanted nothing to do with Donald Trump after his 2016 victory, Ms Gabbard went to meet him, insisting the meeting had been “frank and positive”.

But then, Ms Gabbard has ruffled a lot of feathers in her 16-year political career which began when she was the youngest person to be elected to the Hawaii state legislature, aged 21.

Concerns have been raised over her association with the Science of Identity Foundation, an offshoot of the Hare Krishna movement.

The cult is seen as having influenced her conservative stance on social issues early in her career, such as her opposition to gay rights and working for her father’s organisation, the Alliance for Traditional Marriage.

She has since reversed her position and is now a member of the House of Representatives LGBT Equality Caucus.

But despite her unimpeachable progressive voting record on gay rights in Congress, it is one of a number of issues where she is vulnerable.

The knives are also out over her foreign policy record.

She has been criticised for meeting Bashar al-Assad in January 2017. Even though she had previously described him as “a brutal dictator”, some believe the trip was ill-advised.

Ms Gabbard has also faced criticism for her support of the Indian prime minister, Narendra Modi.

She upset progressives by demanding that Barack Obama use the term “radical Islam” – a phrase more commonly associated with Donald Trump.

In Hawaii she had a spectacular falling out with Mazie Hirono, a fellow Democrat and one of the state’s senators, writing an op-ed accusing her of having “weaponised religion” for political purposes with her aggressive questioning during the Kavanaugh hearings.

Not surprisingly, the senator is not endorsing Ms Gabbard’s White House campaign.

“Congressional delegations have always thought of themselves as a team and almost never criticise each other,” said Colin Moore, the director of public policy at the University of Hawaii.

“They see their job as keeping their heads down and bringing federal dollars back to Hawaii.”

Some argue her mix of hawkishness on foreign policy and left-wing views on domestic matters could be helpful once the campaign gets underway.

“Her strength is that she is an independent thinker,” Mr Moore added.

“Tulsi has charisma, she is great on television and is one of the most popular politicians in the state.”

Another senior Hawaii Democrat activist also believes she has a lot to offer despite her earlier stance on gay marriage.

“If people ask where these views came from, they came from the cult she grew up with.

“I think she is strong, determined and pretty fearless. She is still adored on Fox News, she is seen as an attractive exotic woman and that makes it easier for people to like her,” he told the Telegraph.

“She is simultaneously reserved and warm. She can be defensive when people ask her questions she doesn’t want to answer because she knows the direction the questioning is going.”

Her candidacy has intrigued observers in Washington such as Brandon Barford, a partner at Beacon Policy Advisors.

"Tulsi Gabbard is interesting, she is close to moderates and military veterans like Seth Moulton.”

Even though more celebrated figures are running, experts such as Robert Shapiro, Wallace S. Sayre Professor of Government at Columbia University, are not writing her off.

“In a very large field, the debates will be important so everyone may have a shot. She has little name recognition now, however, so she is a longshot. But so was Trump.”

Why David Saint-Jacques Could Be Canada's Last Astronaut

Canada is staring into a black hole when it comes to the future of its outer space exploration, and if nothing changes, David Saint-Jacques could be the last Canadian astronaut to leave Earth.

The country has been without a formal space plan since 1999 and the Canadian Space Agency (CSA) has faced budget cuts and stagnation for just as long, researchers and industry experts say. Even with NASA requesting Canada build a new robotic arm for its next space station project, Lunar Gateway, the federal government has yet to commit to any future projects.

And for Canada, which doesn’t have its own rockets, these types of commitments are the only way for it to secure spots for its astronauts to travel on other countries’ spacecrafts, said Gordon Osinski, a Western University professor and Canada Research Chair in earth and space exploration.

“If we don’t have that ticket for the moon, not only do we not have those industrial investments and jobs, we won’t have a current way for astronauts to go to space,” said Osinski. “No more Canadian astronauts will be a bit of a shock to the Canadian system.”

The CSA told HuffPost the federal government recognizes the “need to lay out a long-term vision for space moving forward and is committed to maintaining Canada’s continued activity in this evolving industry.”

“Canada has been a global leader in space robotics for decades, and is a recognized powerhouse in artificial intelligence,” CSA spokesperson Marie-Andre Malouin said. “We see these two sources of national expertise and pride coming together to enable human exploration of deep space: the space robots of the future will have to work with minimal human help, using artificial intelligence to make decisions.”

But if Canada wants to be competitive, it must invest in its space industries more than it currently does, experts say.

Missed opportunity

Out of the G8 countries, Canada spends the least amount on its space program and the second lowest per capita, according to a 2017 report from the University of British Columbia (UBC). It provides about $16 million a year towards space exploration missions and technology, and about $250 million in base funding for its space agency — $50 million less than in 1999.

It’s a missed opportunity, said the UBC report. Canada is a world leader in the aerospace industry, and every $1 billion invested into space innovation generates an additional $1.2 billion in economic activity. The Canadian space sector’s annual revenue is more than $5 billion mostly from satellite operations and services and it employs about 25,000 Canadians. The UBC researchers recommended a $1-billion investment in a structured space program over the next 10 years.

The global space and satellite markets are expected to grow from about $350 billion now to trillions of dollars by 2030, said Ryan Anderson, president and CEO of the Satellite Canada Innovation Network, a not-for-profit organization that drives growth for Canada’s space industry. The network is also a member of a coalition of 60 industry partners called Don’t Let Canada Go, which is raising public awareness and lobbying the federal government to increase the space budget in 2019.

“As other nations have been increasing their investments and new nations entering the sector, Canada is rapidly losing ground,” Anderson said. “The coalition formed to raise public awareness of the situation and the implications of not reversing the trend.”

Public support

There appears to be support for Canada’s space program. A petition to the House of Commons to develop a space strategy and increase funding has been signed by more than 3,500 people.

A poll from September found that 84 per cent of Canadians are in favour of developing the country’s space sector, and the majority said it would be a good idea to increase investment in satellite communications, space science, space robotics and international space missions, according to Ipsos. It surveyed 1,602 Canadians over the phone in June, yielding a margin of error of 2.45 per cent, 19 times out of 20.

Between now and February, Canada will mark a number of space innovation achievements, which Osinski said are “bittersweet” because they stem from previous commitments, not matched for the past decade.

On Monday, the same day Saint-Jacques became the ninth Canadian astronaut to venture into space, a NASA asteroid probe equipped with a Canadian-made laser system arrived at its destination. The laser will scan an asteroid, create a 3D model, provide scientists with “unprecedented” information about its surface and help determine the best spot to take a sample from, according to the CSA’s website.

The CSA will also see the launch of three made-in-Canada satellites in February 2019 to monitor and provide data on ecosystems, agriculture, natural disasters and climate change in Canada.

Meanwhile, Canada has failed to join recent NASA missions including the launch of a Mars rover in 2020, and has been non-committal on whether it will build the robotic arm for NASA’s Lunar Gateway, a new space station to orbit the moon as early as 2024 that will serve as stepping stone to deep space. The new arm will cost about $2 billion to build over at least a decade, said Osinski. The International Space Station will shutdown by 2028.

“Canada’s participation in the Lunar Gateway is still being discussed by the Government of Canada,” said the CSA’s Malouin. “We are advancing technologies that are needed by the partnership in areas of strength for Canada, like robotics.”

If Canada doesn’t act fast, it can also say goodbye to being part of the next stage of space exploration including asteroid mining and eventually human settlement on Mars.

“Space is opening up at incredible speed because of technological advances,” said Michael Byers, University of British Columbia professor, focusing on outer space and Arctic sovereignty, and Canada Research Chair in global politics and international law.

“If Canada wants to be at cutting edge technologically, it has to be seriously engaged in space. If Canada wants to be a serious participant, it has to be there for the rule-making.”

Mickey Mouse — specifically in his role as King Mickey — has played a foundational role in the Kingdom Hearts franchise, and the series’ creator, Tetsuya Nomura, is honoring the character’s legacy as part of an upcoming exhibit.

As Kingdom Hearts 3 release approaches, IGN can exclusively reveal an original sketch from Nomura, Kingdom Hearts’ franchise director, of King Mickey. Nomura has lent a sketch from his archives, specifically from his work on Kingdom Hearts: coded, to Mickey: The True Original Exihibition, which will open in New York, NY on Nov. 8. Check out the sketch below:

“We are so honored to have Tetsuya Nomura join us as a featured artist at Mickey: The True Original Exhibition,” said Darren Romanelli, the curator and designer of Mickey: The True Original Exhibition. “Nomura-san is a legend in the gaming industry whose work creating the Kingdom Hearts franchise has reimagined our True Original as a video game hero for millions of fans around the world. We’re excited to feature his King Mickey piece alongside the work of renowned artists in the Original Muse room within the exhibition.”

The sketch originally comes from Nomur’a work on Kingdom Hearts: Coded from 2009, and has only previously been featured as part of the Kingdom Hearts Re:coded Ultimania companion book published in Japan.

“I usually do not draw storyboards for a trailer, but I decided to draw one this time as it was early on in development and I had some time on my hands. I drew it imagining that we would most likely have a scene like this in the game, considering the story for Kingdom Hearts Coded,” Nomura said in the description accompanying the sketch in the Ultimania book.

This is the first time fans can see the sketch in person.

Nomura’s sketch will be featured in the Original Muse section of the exhibition, which showcases how artists in different genres and mediums have interpreted the character. Other sections of the larger exhibition include a black-and-white-focused area showcasing Mickey comic strips and cartoon shorts, an area celebrating Mickey’s techniclor debut The Band Concert, his role in Fantasia, a Mickey Mouse Club-inspired area, and much more.

Nomura is one of many artists being featured, including Amanda Ross-Ho, Kenny Scharf, Shinique Smith, London Kaye, and many more. The full exhibition runs from Nov. 8, 2019 through Feb. 10, 2019. Tickets are currently available and full details can be found on the exhibition’s website.

Paris Woman Punched By Catcaller Launches Anti-Harassment Website

Marie Laguerre, 22, has launched a website to collect accounts of incidents of harassment that happen “in the street, at work, in the private sphere,” after the Paris student was violently assaulted while heading home last week.

The site “Nous Toutes Harcelement” (We are all harassed) is anonymous, which allows these women to talk freely, said Laguerre.

Laguerre wrote on Facebook last week that she was returning home when a man started making lewd comments. She told him to “shut up” and kept walking away, while the man went in the opposite direction.

In surveillance video provided by the cafe, the man is then seen grabbing an ashtray from a table on the cafe’s patio and throwing it at her.

He then returns and strikes Laguerre across the face.

She filed a complaint with police and later posted the video, writing that “we must no longer keep quiet.”

Since her video went up on Facebook, Laguerre has received messages from around the world from women sharing their own experiences, as well as from men offering their support.

Laguerre has done the rounds of French and international media retelling her story but now wants to capitalize on her publicity “to deliver a message and improve things.”

Such harassment is a worldwide problem, she said.

“We considered things together and came up with the idea to create this site,” said Fatima Benomar, a spokeswoman for “Les Effrontees,” an established women’s group Laguerre contacted for advice.

Similar online projects already exist, but Laguerre said it was “important” to her to start a new initiative to tackle the problem.

Paris prosecutors have opened an inquiry following the posting of the video of the assault on her, according to legal sources.

Head For The East Coast, Young City Dwellers. You Won't Regret It

Saint John, N.B. — I’ve been waking up to the sound of seagulls and with an inhale of fresh sea air. The mornings are brisk now, well into December, but by noon the sun warms the day.

I hop on my bicycle at 8:40 a.m. or so on weekdays to make it to the office by 9. My short five-kilometre commute takes me through a neighbourhood that’s older than Canada, and past views of ancient mountains, ocean and a winding river. I cross a bridge over rushing rapids, looking out over a dense cityscape that’s fit for a postcard, only to cross that same bridge on my evening commute to find the waters still and tranquil.

My wife, two sons and I live in a huge, beautiful, 134-year-old home with lots of charm. It’s so large that we don’t live in half of it, and our three spare bedrooms are left untouched unless we have friends visiting. Since we moved this summer, we’ve spent our evenings after supper swimming at the beach, hiking coastal trails or drinking a delicious beverage (cortados, microbrews, Scotch) at one of the city’s many watering holes, most of which are visible from the sidewalk outside our home.

There are a number of houses in our neighbourhood listed for less than $100,000. The median house price in the city is $187,253.

We live in Saint John, N.B.

It’s been about three months now since my family packed up our two-bedroom apartment on Toronto’s West Side and headed east. It was leaky, low-ceilinged and expensive, and located in the basement of a small bungalow listed for upwards of $1 million. Here, there are not many homes that much money cannot buy.

Although we had a good life in the city, I can say we haven’t once regretted leaving Toronto behind for this window-filled Victorian house always filled with light — so much light that, after living underground for four years, our eyes had trouble adjusting.

It makes me wonder why more young people aren’t leaving Canada’s larger cities for the more human lifestyle found in communities on the East Coast.

‘The allure of Toronto started to fade’

My wife and I lived in Toronto for almost seven years before we decided to leave. There is a lot to love about Toronto: limitless cultural diversity, world-class universities, peaceful neighbourhoods and an energizing downtown, to name only a few. And living in Toronto was fun for us, especially in our first years there; but once the novelty wore off and we started thinking about starting a family, the allure of Toronto started to fade.

We are still in our 20s and the thought of making a life in Toronto was daunting. Owning a home was out of the question for us, even if we took our place in a cookie-cutter suburban neighbourhood and suffered soul-crushing commutes on the 401 every morning. Worse, what kind of life would we have to endure just to one day own a decrepit Midtown semi?

Homes are not just places to keep our stuff, but the places where our lives happen. Even renting is becoming prohibitive. Affordable apartments were snatched up before our eyes. In many of them, we found that we would be crunched for space not only for our own family, but for visitors, too — we would have little ability to nurture the hospitality that is so important to us.

Here in Saint John, it’s been so wonderful to be able to offer friends or family a spare room instead of futon a few feet from the kitchen. It’s been wonderful to be able to host dinner for more than two friends and still have space in the dining room.

This is not to say that Saint John is perfect; there are real, visible problems here.

We are on a waiting list to get a family physician, and there are neighbourhoods with plenty of poverty. I am finishing up my PhD at University of Toronto and miss some of the rich intellectual life that is so easy to stumble upon around the St. George campus. Still, these older East Coast cities like Saint John are ripe for renewal, especially at the hands of young, creative folks.

This has already started with the opening of third-wave cafes, upscale eateries that locally source all of their ingredients, and all kinds of boutiques. Hell, there’s even a dedicated whiskey bar, Hopscotch. Picture exposed brick and rich leather, with lounge upstairs to boot. A wonderful place to hide out on a cool evening when the fog’s rolling in. Immigration has ushered people from all over the world. A new multiculturalism is starting to blossom, with all the wonderful diversity that goes with it.

I recently talked to a sous chef who moved here from Ontario. She came to visit several years ago and fell in love with the city — its historic uptown (not a downtown, because it is literally “up” a hill), the rugged beauty all around and the quirky people. What she loved most, though, was that she could work doing what she loved and afford to own a home from which she can walk to work every day. In what other Canadian city can a sous chef do that?

I get that Toronto has a lot to offer us. But at what cost? How much more money will young people throw at shoebox apartments? How much more of our life will we waste sitting in traffic? Or settling for a “hike” through High Park, because that is the closest thing we can find to wilderness?

I hope for a migration east for the sake of the better lifestyles, and the continued rejuvenation of places like Saint John. I think it’s bound to happen eventually. But you might as well get in on it now, before it’s the hip thing to do.

NFCA Announces 2015 NJCAA DII All-America Teams

LOUISVILLE, Ky. – The 2015 NFCA NJCAA Division II All-Americans Teams, consisting of 32 student-athletes from 15 different institutions, were announced by the Association on Friday.

Kirkwood Community College led the way with five overall selections. Des Moines Area Community College, Kankakee Community College and Phoenix College each reaped four nods. Des Moines Area and Kirkwood topped all programs with three first-team honorees, while Kankakee and Phoenix College garnered two apiece.

Representing Kirkwood on the first team are outfielders Chasney Jenkins and Lexie Biehl, along with utility player Brooke Prior. A speedster in the outfield, Jenkins led the NJCAA II in steals with 75 and was second with a .545 batting average, 91 hits, 92 runs scored and a .622 on base percentage. She ranked third with 23 doubles and fifth in slugging percentage (.886). Biehl hit .428 with NJCAA DII-best 25 home runs. The sophomore drove in 86 runs, second most in the country, while ranking third with a .954 slugging percentage, sixth with 68 runs scored and seventh with a .500 on base percentage. Holding down the utility first team spot, Prior also keyed Kirkwood’s high-powered offense ranking in the top 10 with a .458 average (6th), 18 home runs (3rd) , 61 runs (7th), 17 doubles (7th), 73 RBI (5th) and a .898 slugging percentage (4th).

Des Moines Area’s three first-team honorees are pitcher April Brown, outfielder Brittany Roby and designated player Sydney Weldon. Brown posted a 26-5 mark in the circle with at 1.35 ERA and 221 strikeouts – third-best in NJCAA DII- in 182 innings of work. Roby earned the Marucci Elite Hitting Award for NJCAA District G after leading the Bears in almost every offensive category. Her .585 batting average, 117 hits, 31 doubles, eight triples, 93 runs, 209 total bases and .624 on base percentage topped all of NJCAA DII. The freshman ranked second with a 1.045 slugging percentage and third with 30 stolen bases. Weldon hit .509 with 88 hits in 173 at-bats and led NJCAA with 100 RBI and a 1.087 slugging percentage. The rookie’s 16 doubles, six triples and team-leading 24 long balls led to her nation’s leading slugging percentage, while she also topped the NJCAA with 34 walks and was fifth with 69 runs scored.

Joining Brown as first-team pitchers are NJCAA DII Pitcher of the Year, Alex Brake of Labette Community College and LSU Eunice’s Raven Cole. In just her first season of collegiate softball, Brake led the country in strikeouts with 294 on the season – averaging 9.27 per seven innings pitched. The Webb City, Missouri, native accumulated 222 innings in the circle in 38 appearances, finishing with a 24-7 record and a 1.39 ERA, ranking 13th in the nation. Cole mowed down a NJCAA DII-best 10.82 batters per seven innings and finished fourth overall with 204 strikeouts. She was 20-2 with a 0.85 ERA (3rd) and nine shutouts (2nd).

Phoenix College’s Morgan Leonard and Kankakee’s Brittany Plimmer come in as the first-team catchers. Leonard hit .416 with 87 hits, 12 doubles, 16 home runs, 68 RBI and a 63 runs scored. Plimmer, a Marucci Elite Hitter representing District C, clocked in with a .512 batting average and 83 hits. She ranked fourth with 25 doubles and 65 RBI and 10th in NJCAA DII with 67 runs scored and a 16 home runs, while owing the eighth-best slugging percentage at .988.

Highlighting the four infield selections is NJCAA DII Player of the Year Lauren Holifield of Jones County Community College. With 78 hits on the season, Holifield boasted a .503 batting average that ranked 16th in the nation and led Region 23 – earning her one of the region’s two Marucci Elite Hitter awards. Proving to be one of the country’s top power hitters, she led the NJCAA with 28 home runs and a 1.174 slugging percentage. Holifield totaled 20 doubles on the year and drove home 82 RBIs – 5th most in the DII ranks.

Joining Holifield is Kankakee’s Brittany Hay, Phoenix College’s Erin Burkhart and Brittany Hopper, along with Pima Community College’s Jackie Hernandez. Hay hit .503 and scored 79 runs- fourth-most in NJCAA II- and had the 10th-best on base percentage at .576. She added 14 doubles, six triples, 13 home runs and 23 stolen bases. Burkhart registered the second highest hit total in NJCAA II with 102 base knocks and led the country with 33 doubles. She added 10 homers, 68 RBI, 64 runs scored and posted a .547 on base percentage. Hay’s teammate, Hopper hit . 411 with 12 doubles, 15 home runs, 66 RBI and 47 runs scored. Hernandez rounds out the infield, batting .440 with 85 hits, nine doubles, six triples, 54 RBU, 58 runs scored and a .478 on base percentage.

Finalizing the first team is Parkland College outfielder Alexis Royer. The sophomore hit .408 with 71 hits, 51 runs, 14 doubles, 14 home runs, 57 RBI and a .730 slugging percentage.

Guacamelee! 2 Gets Switch, Xbox One Release Dates

Drinkbox Studios has announced that Guacamelee! 2 will be released on Switch Dec. 10 and Xbox One in January 2019.

Switch owners can pre-order Guacamelee! 2 right now at a 10 percent discount. Any Switch owners who also own Guacamelee! Super Turbo Championship Edition will receive a deeper 30 percent discount by pre-ordering.

As was announced yesterday, Guacamelee! 2’s first DLC pack, Tree Enimigos, is also now available to be purchased on PlayStation 4 for $2.99 USD. That pack will also be released on Switch and Xbox One as soon as Guacamelee! 2 is available on those respective platforms.

A second DLC pack, Proving Grounds, is launching Dec. 7 for $3.99 USD on PlayStation 4. Though it seems likely that Proving Ground will be available for Switch and Xbox One when Guacamelee! 2 is released for those two consoles, today’s announcement doesn’t confirm one way or the other.

Drinkbox announced in October that it would release Guacamelee! 2 on Switch in December. Guacamelee! 2 was first launched on PlayStation 4 in August, and IGN awarded it a 9.3, calling it “a hilarious, challenging, and rewarding follow-up to Drinkbox’s original.”

PR Firm Edelman Suspends Contract With Gordon Campbell Amid Groping Investigation

VANCOUVER — A global communications marketing firm says it is suspending its contract with former British Columbia premier Gordon Campbell in light of an allegation in a British newspaper that he groped a woman in the United Kingdom.

Edelman says in a statement that Campbell has served as a special adviser to the firm since last July, and was engaged on a part-time basis as a consultant through a retainer agreement.

However, the company says it and Campbell have “mutually decided to suspend their consulting arrangement” until a police investigation in the United Kingdom is complete.

On Friday, the Daily Telegraph reported that London police are investigating a complaint from a woman who was an employee at the Canadian High Commission when Campbell was high commissioner to the U.K.

The newspaper says the complainant alleges she was groped in 2013 and filed a complaint with police in January.

Campbell’s camp: complaint previously found to be ‘without merit’

The Metropolitan Police in London could not be reached for comment on Friday or Saturday.

Campbell also could not be reached for comment, but a spokesman issued the following statement on his behalf:

“This complaint was transparently disclosed and became the subject of a full due diligence investigation at the time by the Government of Canada and was found to be without merit.”

The Daily Telegraph story includes the woman’s name, but The Canadian Press does not identify alleged victims of sexual assault without their active consent and was not able to contact the woman.

Campbell was premier of British Columbia from 2001 until 2011. He was appointed high commissioner to the U.K. in 2011 and left the diplomatic post in 2016.

Kazakh president who ruled since end of Soviet Union resigns

Nursultan Nazarbayev has resigned as president of Kazakhstan after 30 years at the head of the oil-rich Central Asian country, but will retain outsized influence through his position as “leader of the nation”.

In an unexpected television announcement on Tuesday, Mr Nazarbayev, 78, said he had made a “difficult decision” to step down, signing his resignation on air.

Kassym-Jomart Tokayev, speaker of the upper house of parliament and a long-time ally of Mr Nazarbayev, will become acting president of Kazakhstan, a huge but sparsely populated country situated between Russia and China.

Mr Nazarbayev will by all indications still be pulling the strings. He said the “leader of the nation” title given to him by the servile parliament would allow him to continue as chairman of the influential security council and a member of the constitutional council. He also said he would remain head of the ruling party.

He did not explain why he was leaving his position, but his comments suggested that this would be the start of a transition of power to a handpicked successor.

“As the founder of the independent Kazakh state I see my future task as facilitating the coming to power of a new generation of leaders who will continue the transformations conducted in the country,” he said.

Mr Nazarbayev became first secretary of the communist party of Kazakhstan and its de facto leader in 1989. He was elected to a fifth consecutive term as president in 2015 with 97.7 per cent of the vote.

Tony Blair was paid millions of pounds to consult Mr Nazarbayev and advised him on how to manage his image after Kazakh security forces killed at least 14 striking oil workers in Zhanaozen in 2011.

David Cameron became the first serving British prime minister to visit Kazakhstan in 2013, leading a delegation that signed hundreds of millions of pounds of business deals while trying to avoid the thorny subject of the country’s human rights record.

Mr Nazarbayev has been accused of a personality cult, as billboards with his likeness dot the country, and the state runs a museum dedicated to his life story in Astana, the capital he built from scratch on Kazakhstan’s windswept northern plains in 1997.

He even wrote the national anthem and has more than a dozen books published under his name.

A presidential election scheduled for 2020 may now be moved up.

Rumours had been rife that Mr Nazarbayev was preparing to step down after he dismissed the government this year and asked the constitutional court about the presidential resignation process.

But the announcement caught many by surprise, including in Moscow, where Kazakhstan is regarded as a reliable ally.

Valentina Matviyenko, speaker of Russia’s upper house of parliament, said Mr Nazarbayev’s resignation was “serious, unexpected news” and said she planned to speak with the acting president on Tuesday.

But Mr Nazarbayev spoke with Vladimir Putin by phone before he made his announcement and agreed to keep in regular contact.

Mr Tokayev told the BBC in June that he didn’t think Mr Nazarbayev would run in 2020 but would “be exercising tremendous influence” even if he was no longer president.

“The government apparatus quickly will quickly adjust under a new leader, but Nazarbayev’s shadow influence will be preserved,” said political analyst Aidos Sarym.

“The process of transfer of power has begun in Kazakhstan, and he wants to be the guarantor of this process, he wants to be the main factor.”
